Mr. DomÃnguez is the tenth Secretary-General of the International Maritime Organization (IMO). A naval architect from Veracruzana University (Mexico), he holds an MBA from the University of Hull and an executive qualification in International Law from Birkbeck, University of London.He previously served as Ambassador of Panama to the IMO and chaired key groups like the Marine Environment Protection Committee (MEPC). Since joining the IMO Secretariat in 2017, he has served as Chief of Staff, Administrative Director during the COVID-19 pandemic, and Director of the Marine Environment Division.
